They Hill Man Morning Show on demand. And more I'm always online pin on your schedule at WAS. Dot com. OK I know my. Welcome to practice good baker. With the governor of the Commonwealth of Massachusetts. Charlie Baker on WA TM. Let's welcome the governor of the studio how do you get a little regard from hail to the chief after drug runners are roadrunner how all that that's very new into Massachusetts. Right that's very yeah at some point I believe our may year. Was when he was little a legislator. Was attempting he had suggested a bill. That would make that the official. Rocks on. Of the come woman I was it was a debate between that injury Mumbai harassment where and so yeah. And yeah getting debated yes and that was. Mayor Walsh when he was a legislator that was. Wasn't the only legislation that he filed GM Jerry did some other things but. While that was an interesting interesting debate I don't think whenever got resolved I don't think it is now maybe you should do like an executive order and just just take care of them. Ahmet that is -- you pick one you leave a hole which other of his on the side lines way out there comes with its own consequences and I mean you really a second case Ian throughout well not always though it okay so it's drug picture of the bus and obviously has tremendous appeal but that the cars have a whole bunch of songs you to pick the there are very sort of Massachusetts senator it's. In Kenya and they have the beach he's trying to. You don't know back familiarity that's there there's that's that's very well but that's what the song is about this obviously Massachusetts. And lo it got three. Alice's restaurant that's a western mass on you know and then. We don't you know when the lead into that it's no we don't play yeah that is that it was that Obama it's the but I don't know where you are violently if everybody smile and did you go to did you make it to any drop kick shows by the way your huge occupied. Did go into I want to show on Saturday night and it was. You know it was so amazing HL is great so. And I took I took some folks from from work remained including a guy who's gonna draft it's fair for a million years a US Marine Corps. Veteran and he never been to see him not only did he get to go to the show but he also went out on the stage during. Skinhead on the NCAA. Yeah. And very good times and bad that it was it the it's. Well it's practiced with baker our weekly segment with the governor and if you have a question you can text that on the WAA after tech needs tax line. Which is 97107. Tech needs staffing excellence. Horry or you can call our I want to just start off quicken and say. That it seemed like during the storm. That the MBTA. Ran. Ran pretty well the. Here governor ever describe it is. In the grand scheme of things from there were three storms right and then we had more snow this when there this'll sound funny to peoples is given the fact that I came and went. But if you were to if you let us know that actually so we have we had above and above average winter. In terms of snowfall in the TO overall. You know kudos to the people there. Performed pretty well. Who spent a hundred million dollars investing and you know snow removal equipment and and and both on plows from the front of trains and replaced all the above ground third rail all the heaters on the third rail and you know created an emergency operations senator run whatever the weather got bad mood they did a whole bunch of things to prepare for the winner. But in the grand scheme of things they're pretty good they're pretty good run here. Now I'm seeing something about a guy who worked for the MBTA speaking of equipment. Who had essentially. Invented. A new piece of equipment because of what happened in previous storms and and this guy who worked for the MBTA. Invented this new. Kind of wild things that is is that accurate. It is accurate come and you know sometimes necessity is the mother of invention and and to his credit mean they have a full blown works out. And I think it's in the Wellington yard and and he basically invented a cloud that would run along the rails. Better than anything that was out there right well yeah I mean I was what is so unique and there's been talk about whether it's kind of thing you're actually so maybe there. Other transit systems are partners you know if they have if they have a working crew which made him do that from. Just take a look at what he's done and sort of create their own version right now. The there was some talk about the MBTA. Suspending weekend service plumbing commuter rail on the commuter rail UN not a fan of that right where they've got a pretty good job and enable reduce their operating deficit by over eighty million dollars and have taken a million pull out of back and you know investing in tracks and signals and switches and an infrastructure of the thing everybody wants to see them do. Simply by reconfiguring services being get out of the service business and on this one. I get the fact that they have. They have rides on the weekends or commuter railroad. The don't have a lot of people on him and and and for them that looks like. An opportunity to save some money but what they ought to come up with this the same approach they've taken to the stuff they've done previously which is is that it just saying we're gonna suspend service for years figure organ or do. If you figure oh what they want what they think they can do that would make the most sense for their ownership and then come back from propose that and that's what they're gonna do okay. Here is Scott who joins us now here on the premium forward studio line premium sport normal so you afford for less got Iraq and with the governor. This morning. And certificate. Honestly don't know how to adapt is that mr. governor mr. baker was due to. First it's your excellency it's. That's what he requires constant it's at the governors by governors the genocide awesome bit beyond let us com. I mean I thought Obama get so much and you brought it up until. I don't even get to talk yeah. And not Michael. We do that I hear this new legislation coming note that this state the Commonwealth of Massachusetts is reconsidering online gambling. And it I would. Comment on the up by saying. Play poker. Online poker is illegal we all know that all of these people who know a little bit about it I decided very hypocritical governor that. I could go to. Well soon to be Wynn casino and Everett but in the meantime let it go to local store on the way Mets. And I could go blow. 2000 all the stress that gets in the state will take every dollar and doesn't give a crap about me. But I kick off my computer clarify adult adjournment I never quite understood that. All right so the question is online gambling. Where do you stand on that so there's a lot of mixed opinion about online gambling Odom for a moment two reasons the biggest one just has to do with. The the breadth and depth of of the possibility and that that is different than you know you can go spend. In goes even go buy tickets. You buy scratch tickets at a local does he says that this cuts that are local convenience store but I like key and can't get into the you can get into. Without my gambling as quickly as you can get into it is a little complicated with respect to just the logistics associated with the way of ordering works. But there have been and with legitimate reason there have been conversations that treasurer's office for the most part of goers and leading. This conversation. About the fact that if you can't find a way. To make it possible for people who like the lottery games to play the lottery games. Line. People find other ways and other places to go because the Internet is is so prevalent. And I think it's there's a lot of mixed feelings about it but it's conversation it's worth having and I don't I don't have a view wanted to at this point. That I consider to be particularly well informed I'm looking forward to the conversational Stewart goes. But there is definitely something to the idea that if you can't figure out a way to make it possible for people. Come to play the kinds of games that they concurrently play. At the local convenience store and some sort of drama and fashion you're probably run the risk of of of ultimately having. You know the passage of time in the growth of technology. It is. Take away a big piece of what the lottery here has been all about which has been. Coming in this work for our people in and provided literally hundreds of millions of dollars billions of dollars over time to cities and towns. That is an important thing on me because I think some people would say. Well of course you're going to defend the lottery and that's not a bad thing because the lottery has returned money. To the individual towns and cities in the commonwealth since since it started as soon as it's a monsters supporter of local government bunker. All right this is. Stephen who is joining us next on practiced with baker. It marked as importance to their. Arafat urging for about ten here certainly an area at that looks good too Smart. The 60% of the let people subordinates if that's coming in our peace and stop and let it get in the dress like an example and eccentric. Concerns. Will it stop the Sox nation coming if they can round out the shoot that shot she's definitely has now that war. Including with our jobs the most common piece for the and thank people can get. On the ultrasound work off the promise that the majority that people to a lot of countries hate your jet ox. Training can we get to people at the citizens of guards usage in the USA and multiple. These people destroying it knees that can take these. She is a little while I open. Second the street that being picked don't advocate. So. Stephen raises a bunch of points there and the and I would say that. A big part of the effort that we've been making and I what I would call both ends of the skills gap which is really what he's talking about. The first the first part of that is we've made. For the first time state governments and making direct investments in. Classes and programming at vocational technical schools to upgrade their equipment. Com to expand programs that are tied directly to employers and their communities. More to start new programs that employers say look if you could train a bunch of people to participate in this advanced manufacturing process would be happy. Make sure they'll get hired and we created about a fifty million dollar fund to just invest directly in vote and tech programs. To do that and there's a lot of opportunity there. The other end of this curve is the visited the stem curve the science technology engineering and meth serve which Massachusetts currently graduates are per capita basis more kids in stem fields. Coming out of high school than any other state in the country and and also graduates on a per capita basis word sorted number one or two or three I can't remember. But it's literally top five player on the number of stem graduates come college. And we need to continue to build on that because. Their tremendous opportunities in that space and then there's also this area that I would call sort of the coding or programming piece from computer science piece. Which is another area where we've done quite well but we need to do more it is as Steve points out. There's a lot of jobs and those faces a lot of opportunity there and he's right but that I think people should know is in the and that other skill base area you know. Come machinists are welders electricians. HB AC people. Almost all of those areas right now have monsters shortages of them and those shortages. Plumbers are gonna get bigger over the course of the next couple decades and those are all areas where will you build the right skill and the opportunity. To be successful below wife make a living is quite real and if you talked to her. I went to a conference shortly after became governor. Back in fifteen the winner fifteen and they asked. A whole room full governors oppose forty of us there what is the number one impediment to growing your economy you know is this match between skills and jobs and Nam and whether you're talking about. What would you talking about the that the stem stuff for the computer science stuff for the more than skilled trade stuff there are a lot of opportunities in those areas and were put money and and time and expertise into him but but he's right we can we need to do more there. Speaking of the robot uprising. We spoke on Friday. About Stop & Shop yes eliminating. Some jobs that in many cases were jobs that disabled folks out. But do you see this story I didn't hear they had from the Bagger prospective had an automated some of those positions is that something that. Would concern you lists as the governor of course. Yeah the look the whole point behind the skill building initiatives we're pursuing is to deal with and recognize and appreciate the fact that. Things are getting can the whole process of technology. Replacing me think about the number of people used to take to lay the foundation to build a house on the number of people it takes who have found that lay a foundation of both house now minutes is to totally different game and and that's not to say there are jobs or because there are. But the jobs are going to be different and they're probably going to be fewer of them but the productivity benefit of that should translate into more jobs doing something else the real key here is to make sure that people have the skills. That they need to be successful only talk about. I'm stuck and sharpen a situation like that without being familiar with the facts of the case I can say this but. The commonwealth has worked quite. Hard and I would argue in many cases successfully to hope folks with developmental disabilities. Move into what I would call the mainstream economy and we need to make sure we continue to find opportunities for people. With disabilities to work. This all the reasons you just yeah this is. John John Iran with the governor. Governor thank you very much for taking my call I appreciate your your time Maria. I'm tired quick question Soria. There's a lot of talk about dot increasing taxes in Massachusetts the legislature. And our two part question one hour is are you in favor of that and to Tom can you respond and it's all the bombs report. Net income that there's a big increase in product in the public assistance programs like ABT. So John I don't let me on the first what I said during my state of state backed him. January that I would not support any broad based tax increase on the hardworking people of Massachusetts that's been my position. That they ran and that's been my position as governor and that's going to be in my position going forward. On the second piece com. I get them again have to do some homework I'm army auditors reporter I don't wanna speak to the specifics of it without knowing. More about it and I'm not familiar with the when your referencing whatever will tell you is that. The vast majority that and it's well north of 95%. Of. All the funds that are spent any BT cards that are issued in Massachusetts are spent either in Massachusetts are one of the states that surrounds us some mighty MB up to 97 and 98%. And one of the things we have done. Is linked up with a lot of our colleagues in the local law enforcement and basically said. If anybody mean you're. Community is involved in fraudulent activities with respect to these cards and an and for your listeners one of them that the primary reason people are correlate that is the food stamp program and and one of the major sources of fraud on this is that. People basically sell the card to. Hum a local merchant and emerging gives them you know have to face value of the card or something and cash. Or god forbid sometimes people even trade drugs on these things team and we've basically said the local law enforcement you know sign up to be a member of our of our team on I'm on this stuff and and will work however we refuted. To deal within their communities and we take that stuff very seriously and have gotten a lot of communities who allow law enforcement folks are fired up when Osama. The payment of money they get spent outside Massachusetts is pretty small. And it went to get us the New England region is really really small yeah there's obviously more we can always do on the stuff we should. But that there that's more of those things. It's like criminals. People don't care about the B and part jail you you can. Can't eliminate fraud it's not gonna happen because her people wake up in the morning and are not afraid. To do it and what did you yeah we've but the but the state you you guys ironic on a daily basis right. I do think I agree with that but I also think that I'm taking a pro active approach to building relationships and local law enforcement and basically establishing this notion that if if you find you have an issue we're going to be there were reviewed to make sure we chase in deal limit. Com is an effective way of of messaging to to folks and local law enforcement that if they. They got a they got a partner on this stuff working on working on the other end of the welcome corneal where you stand on the rattlesnakes. A top player. I there are the Timberland rattle snake is indigenous to new England and and based on all the science it's out there it's in trouble and and we do have some obligation as commonwealth trying to figure out how to make sure that it doesn't. Literally become extinct but it the same time I'm. That's got to be done in a way that. That doesn't create additional heart burn headache and and anxiety third for the people come off I would argue about one. Part two of that question. We give us the very low grade maybe not even passing. And it's kind of thing where I think we probably ought to come up with. What I would describe gives them a better plan the better plan. Mentally and island snakes and an island of snakes there now. You know we hear the requirement. I Gaza right now it's a beautiful thing is gigantic. I. Like I have no idea is a lawyer like that and the reason I don't Zoolander idea there really is these it's crazy. The now the previous governor occasionally we would get a photo op with a little bear cub. Maybe we may would you get a full lovely view and rattles you that would really that would help the cost and it hit me out there every ending a rattled yeah. If you will create a rod for media. Yeah yeah I think the rattlesnake ruins of that particularly young and I thought that. We have a this next month we have it's like everybody comes out of hibernation and gets out. So I guess I'll ask you about opening day or you don't opening day you know it's. When he should ask me about that I'm opening days a week from today yeah we and I really looks like baseball whether. A and actually paying a little more attention at the moment of the fact that the Celtics are tied for first place with the Cleveland Cavaliers and now is there anything. I I think. I had not normally an opening day guy more of from among those guys is chosen in July and August learned. That's like me I shouldn't have to. Yeah there and thank you know. It's. There whether Manning hugged and good I know it's guys won't. We just have a little slow down government well. I was speaking more to the fact that you know hot summer night the middle of the summer is really when people ought to be shown up at Fenway it's idealist yes I'd. Right now we actually probably a rhetorical bit about that out as I. Look I think it's. I'm pretty sure the they're gonna have they're gonna bet some kind of special ceremony for the patriots in the Super Bowl I would assume so I'm talking earlier about I assume the first pitch is thrown out by eight by Tom Brady however. It's possible David or low don't exactly get closer in the first itself I think and I think you might be Ortiz or maybe Ortiz and Don Graham made yesterday is a leader I mean. Bottom line is. It's opening day it's the you know that the turning of the page the start of spring in the summer and all the residents about and I'll tell you the Red Sox over the years. And an absolutely. Spectacularly. Good. The pageantry in this and that the best of the the festivities that. SS divested existence that is I think today and they're really good at that that and Marathon Monday he'll be out there as well in America on Monday I'll definitely be out for that is. That is that is that is our deck let's let's put our alliance conference such a lot of Boston Bruins an amazing play from their criminal. So Ali you're what is and I. I would certainly hope that would turn out to be your guest Leo Leo so. I I don't know season where it has been for the bronze we have a questions from. I would go to you know you. Are living the dream like what are. I was wondering what your thoughts are all fun. We can't shut and let it hold it below a constitutional every now and if you adversity to actually change. Going with a one positive thing constitutional carried out yeah. Yeah everybody when we had here. Everybody wants me ask you about guns every time here and I should because they they don't think I hold you accountable I throw soft balls that you all day and you don't need a permit which I think is your a lot of your primary beating carry a weapon. Would you have to get a driver's license to drive a car yeah mum there are lots of things that. We. We believe has some sort of a safety overlay on this and I certainly support the Second Amendment but I I get no problem with the idea that. We have to go through some kind of a training program meant. And and participate in what I would call up a process with respect to. Then to purchasing and and carrying a firearm what's the current status with the with the attorney general and there. I believe that there is currently an ongoing suit. There was bio by a him. Doctor rename the group but it's and it's a federal international organizations to come rights group and and then that things winding its way through the court system I have no idea. Hum look at timeframe is associated with that. And you root and that is really from from from the position of the governor with regard to the attorney general. There's there's not much you can do there right well the the long story short here is the the attorney general's argument. In the beginning was that people were selling and purchasing. Long guns that did not comply with state bar. Right that was and that is what the that is the nub of the decision that it's got to get decided. In court and and and I think that's probably where poems mean it facts of the case so arrest and people eventually. The hum come to some terms on that question but that's the that's the number the issue. All right Johnny Mac in and they are for Christmas this year. Yeah yeah. The governor and I Christian let me and let me get this out here real good host Seth. Hey guys I was stationed in other in the air force those 608. Are tired came back and Colorado were we've legalize candidates yes you not have a billion dollars in our economy. You talk a lot about jobs and money when his legislature gonna get out of the way of the will of the people and make this happen you guys and get some more jobs and money and economy. I'm so you have won Colorado by hello Colorado either way thank you for your service. I would just say the following. What the legislature did with. With the ballot question was. They imposed the six month delay in implementing it which may sickly means retail shops opened up in July of 2018. Instead of January of 2018. I don't consider that to be a particularly. You know difficult. Change with regard to the thousands of a lot of the reason they did that was. The message they got from Colorado and Washington. And from a lot of the folks in Colorado. With the Colorado felt they were always playing catch up with this. With Islam that they never really in this industry and that they never really. Sort of got their feet set with respect how to regulate and oversee it and and there are some pretty sort of I would argue. Good questions that the legislature should deal with the first one as. Should there be a density issue here with regard to how many of these shots you can set up and anyone community and within what kind of a juror you know. What what sort of like out all right right exactly yeah. Should their be. Should they be potency labeling requirements right if it's much remains of these things is yes mum. Should there be what are you gonna do about the post safety question is there anything you can do about the public safety question and and then how we got to make sure animals are marketed and labeled to look like traditional products which is a big issue in Colorado and something they've been trying to figure out how to solve for. And those are in unreasonable issues to try to deal with Imus and I do believe however the six month delay is you know a hard deadline and the legislature probably ought to get. Something. Tell us that we can sign off fund. Sometime this brings to the people have basically you have to put down all the markers associated with how this is vote ultimately gonna work time. Well it's great to CNN I don't you know again the I am not detected any desire on the part of anybody in the legislature. To two to not get this done but they have raised. And we've raised I think some legitimate issues based on our conversations of people in Colorado about. And Washington about the elements of of the way this thing played out there were problematic for them and governor Hickenlooper Colorado. So this is the most difficult issue he's dealt with as a public official and he was the mayor Denver for two terms before I was governor for two terms. It's not an easy one term. To put. Put a new industry like the simplest. Now I haven't detected any delay have you detected any of the legislature the smells like pot and also I want to. None inside the good contract and other patent. Well listen it's great to have you here zero. Governor the com while he's here every every month of that suspect Russell Baker. Charlie Baker thanks as the new leader and with a with a now Jonas on animal level CNET that.
